A greenbelt view today is not automatically a protected view tomorrow. None of that is a reason to walk away. It is a reason to read the documents while you still have a contingency.

Property taxes, dues, and who to call.
In Irvine the monthly number is rarely just principal, interest, and base taxes. Assessment districts, special taxes, and association dues all sit on top, and they vary from village to village and sometimes from tract to tract. Here is how the layers work in and around Oak Creek, with the agency that actually sets each one.
Proposition 13 sets the base rate at 1% of assessed value and caps annual increases at 2% until the property sells. Voter approved bonds and local levies push the total somewhat above that base. The Assessor sets value, the Treasurer-Tax Collector bills, and your exact rate depends on the tax rate area for the parcel.
Buying triggers a reassessment to your purchase price, and the county issues a supplemental bill for the gap against the seller's old assessed value. It arrives separately from the regular bill, often months after closing, and your lender does not collect it through impounds. Set the money aside at closing.
The documentary transfer tax runs $0.55 for each $500 of value, which is $1.10 per $1,000 of the sale price. Irvine adds no separate city surcharge on top of that. Local custom puts it on the seller, though the contract controls, and escrow calculates the exact figure at recording.
Oak Creek appears on the city's list as Assessment District No. 94-13, formed under the 1913 and 1915 Acts rather than as a Mello-Roos district. That is a different financing tool with a different payoff structure. Ask escrow whether the assessment on your parcel is still outstanding and whether it can be paid off.
Irvine's newer villages carry Mello-Roos special taxes far more often than its older ones. Great Park neighborhoods, Portola Springs, and Orchard Hills phases were financed that way. Villages built earlier generally carry lighter special taxes, but that varies by tract. The parcel tax bill is the only reliable check.
Oak Creek homes sit under a community association, and some tracts add a sub association on top of the master. Ask for the dues schedule, the current budget, the reserve study, and any pending special assessment during your review period. Two similar homes can carry very different monthly obligations.
Southern California Edison owns the poles, delivers the power, and sends the bill. Irvine also participates in the Orange County Power Authority, a community choice program that supplies the generation side at selectable renewable levels. Residents can opt out and return to Edison generation if they prefer.
Southern California Gas Company serves Irvine and bills on its own account. Transfer service into your name before move in, since some accounts need a short lead time and a meter appointment. Note the age of the furnace and water heater during inspections, since Oak Creek homes are now more than twenty years old.
IRWD provides drinking water, sewer collection, and recycled water across Irvine, so one district covers what two or three utilities handle elsewhere. The purple pipe recycled system irrigates common areas and greenbelts, which is part of how the village stays green through a dry summer.
The city holds an exclusive franchise with Waste Management for residential collection, so the hauler is not something you choose. Trash, recycling, and organics all run on a set schedule that depends on the street. Confirm the collection day for the exact address before move in.
Cable and fiber availability varies by tract across the village, and a neighbor's plan is not proof of what your address can get. If your work depends on a specific speed tier, check availability with the provider using the exact street number before you remove contingencies.
Irvine runs its own police department out of the Civic Center on Harvard Avenue. Fire and paramedic service comes from the Orange County Fire Authority under contract, which is the same agency covering much of the county. Response coverage is one of the reasons Irvine ranks the way it does on safety lists.
A remodel, an ADU, or a hardscape change usually needs two approvals here, not one. The city Community Development Department issues the permit, and the association's architectural committee reviews the design against the village standards. Sequence them correctly or you will redo drawings.
