About Christopher Phipps

The North Tustin property broker behind hundreds of closings.

My license reads California Broker, DRE #01504980, and my desk sits at Realty ONE Group West, 4010 Barranca Parkway, Suite 120, Irvine, CA 92604. Behind that line are 21 years and hundreds of closed transactions across North Tustin, Tustin, Irvine, Santa Ana, Orange, and the rest of the county. A broker license is a step past a salesperson license in California, earned with extra coursework, a harder exam, and years of completed deals. It is why I can guide the whole transaction, pricing through funding, instead of handing you off at the tricky parts.

Every home is unique, and so is every seller. That is doubly true in North Tustin, where custom homes on quarter-acre and larger lots make every comparison a judgment call. I provide a tailored approach shaped around each client's goals, timeline, and property. From pricing and preparation to staging, marketing, negotiation, and closing, I manage every step with a hands-on, results-driven process. I also work with divorce situations, trust sales, and estate sale coordination, helping clients navigate complex transitions with discretion and care. Through our sister company, Fleur De Lis Properties, Inc., we also offer complete leasing and property management.

These hills pay you back for knowing them. Slope, view corridors, septic versus sewer, brush clearance, and a school district line running straight through Panorama Heights all move value in ways no listing photo shows. I walk every property with that lens, and my construction background means I can price what a retaining wall or a 1960s electrical panel will actually cost you. That is the difference between a licensed Realtor who works these streets and a real estate agent who visits them.

Marketing That Sells

Your listing, in front of buyers who can afford it.

Nearly every buyer meets your home on a screen long before the driveway. Yours goes out with professional photography, honest staging guidance, and syndication across Zillow, Realtor.com, Redfin, and Homes.com, so it reaches the people already searching 92705. Then I run open houses that bring through qualified buyers rather than curious neighbors.

Professional Photography

Your view has a schedule. I shoot to it.

In these hills you are selling a view as much as a floor plan, and the ridge only looks its best for an hour. I bring in photographers who plan around that light instead of fighting it, and I tell you plainly which rooms to clear first. Your home should reach Zillow looking like the place a buyer wants to stand.

What buyers ask me about North Tustin.

North Tustin is unincorporated Orange County, ZIP 92705, wrapped around Red Hill and the Tustin foothills. It is the county's largest unincorporated community, built out with custom homes on large lots. The pockets run from Cowan Heights and Lemon Heights to Panorama Heights, Red Hill, Racquet Hill, and the Skyline corridor. Peters Canyon Regional Park sits at the back door, and Tustin Unified serves most addresses.

What are the best neighborhoods in North Tustin for families?

Families gravitate to Cowan Heights and Lemon Heights for large lots, views, and the Arroyo, Hewes, and Foothill school path. Red Hill offers flatter streets and the most attainable entry point, Racquet Hill sits beside the Tustin Hills Racquet Club, and Panorama Heights trades to Orange Unified north of Fairhaven Extension.

How are the schools in the 92705 area?

Most of North Tustin is served by Tustin Unified School District. Foothill High School on Dodge Avenue earns a 9 of 10 GreatSchools rating and offers both AP and International Baccalaureate coursework. Local Roots

Little-known North Tustin history.

Before it became one of Orange County's most established hillside communities, this ground was a place of refuge, a survey point for three ranchos, a mercury mine, and a hillside of lemon trees.

Katuktu

A place of refuge

The Gabrielino-Tongva called Red Hill Katuktu, meaning place of refuge, and legend holds that people gathered there during a great flood. Artifacts have been found on the hill, though no evidence of permanent settlement.

The Hill of the Frogs

The Rattlesnake Hill mercury mine

How Lemon Heights got its name

C.E. Utt and Sherman Stevens of the San Joaquin Fruit Co. bought 600 acres of the hill and planted citrus, including many lemon trees. The name stuck. George E. Marcy later assembled 17,000 acres and built a private park with shady walks and a swan lake.

Living With The Hills

Brush, slopes, and wildfire

Civic & Practical Data

Utilities, taxes, and who to call.

The practical questions buyers ask on the drive home, answered with links to the agency that actually sets the rate. North Tustin is county land, so the answers differ from the city of Tustin. Rates and boundaries change, so confirm against a specific address before you budget.

Property Taxes
Orange County · Prop 13

Under Proposition 13, the base rate runs near 1% of assessed value, set at purchase price and capped at 2% annual growth, plus voter-approved items. Most of North Tustin predates Mello-Roos districts, so these established hillside homes usually carry none. Always check the actual bill.

Transfer Tax
Orange County Recorder

A sale carries the county documentary transfer tax of $1.10 per $1,000 of value. Because North Tustin is unincorporated, there is no city transfer tax on top of it. Your title and escrow company confirms the exact figure at closing.

Electricity
Southern California Edison

Southern California Edison delivers electricity across North Tustin and sends the electric bill. Set up service before your closing date, and ask about any rooftop solar already installed on a specific home.

Natural Gas
SoCalGas

Southern California Gas Company supplies natural gas where homes are connected, for heating, cooking, and water heaters. Transfer service into your name before move-in, since some accounts require a short lead time.

Water
Golden State Water · EOCWD · IRWD

Water here comes from more than one provider. Golden State Water Company and the East Orange County Water District retail zone serve much of North Tustin, with Irvine Ranch Water District in other parts. Confirm which utility bills a specific address before you budget.

Sewer & Septic
EOCWD · OC San

The East Orange County Water District has run local sewer collection here since 2015, and the Orange County Sanitation District treats regional wastewater. Some hillside homes remain on septic, so verify the status and service history for any property.

Trash & Recycling
CR&R Environmental

Residential collection in unincorporated Orange County runs through the county franchise, with CR&R Environmental serving North Tustin on a three-cart system for trash, recycling, and organics. Confirm the hauler and day for a specific street.

Internet
Spectrum · AT&T · Cox

Providers such as Spectrum, AT&T, and Cox serve the area, with fiber reaching many streets. Availability changes block by block in the canyons, so check the exact address before you rely on a plan.

County, Sheriff & Fire
County of Orange · OCSD · OCFA

North Tustin is unincorporated, so there is no city hall. The County of Orange handles land use and permits, the Orange County Sheriff's Department patrols, and the Orange County Fire Authority provides fire and EMS. Check CAL FIRE and FEMA maps for brush and flood exposure by address.

The Client Experience

What working with Christopher feels like.

When we first meet, you will notice I take time to answer questions and back every recommendation with real market data and comps. In North Tustin that work is harder and matters more, because no two custom homes on a hillside compare cleanly. I handle the steps many agents skip, from professional photography to staging suggestions, so nothing about your move feels rushed or uncertain.

My clients describe the process as easy and pain free, even in high-stakes sales. That comes from preparation, communication, and a hands-on approach that stays with you from our first conversation through closing and beyond.

Frequently Asked Questions

Answers for North Tustin buyers and sellers.

Start by getting fully pre-approved with a lender, then set your target pockets and must-haves. With homes here going to contract in a median of 29 days and few listings on the hill in any month, being ready to act matters. I will set up a search, tour homes with you, and guide your offer with current comps so you compete without overpaying.

No. North Tustin is unincorporated Orange County, governed by the county rather than a city hall, and it is the largest unincorporated community and largest census designated place in the county. It uses the 92705 ZIP code with a Santa Ana mailing designation, though most addresses are zoned to Tustin Unified schools. The Foothill Communities Association represents the area on development questions.

Selling starts with accurate pricing and preparation, then professional photography, staging guidance, and syndication across major platforms. Custom hillside homes need comps adjusted for view, lot, and condition, not just square footage. I walk your home first to plan high-impact updates, launch the listing, manage showings and open houses, and negotiate offers.

The median sale price in North Tustin was about $1.83M over the three months ending May 2026, up 3.9% year over year, at roughly $739 per square foot, per Redfin. Entry points sit nearer $1.2M around Red Hill, while Lemon Heights estates run past $5M. I can send you exact recent comps for any street.

Redfin rates North Tustin very competitive. Homes went to contract in a median of 29 days over the three months ending May 2026, five days faster than a year earlier, and sales volume rose. Sellers benefit from tight supply, and buyers benefit from more predictable negotiations than in past frenzies. The right timing depends on your goals, and I am happy to review your situation.

Most of North Tustin is served by Tustin Unified School District, including Foothill High School, Hewes Middle School, and the Arroyo, Red Hill, Guin Foss, and Loma Vista elementaries. Foothill rates 9 of 10 on GreatSchools and offers AP and International Baccalaureate coursework. Panorama Heights and Crawford Canyon north of Fairhaven Extension fall under Orange Unified. Always confirm boundaries by address.

No, there is no fenced off-leash dog park inside 92705 itself. North Tustin is unincorporated county land with no city parks department of its own. The nearest enclosed run is Orange Dog Park at Yorba Park, about ten minutes north at Yorba Street and Chapman Avenue. That park covers roughly 2.4 acres after a 2018 renovation, with separate large and small dog areas, water stations, and picnic tables. It opens at 7 AM daily, though Wednesday starts at 3 PM for maintenance. Bark Barracks at Tustin Legacy and Irvine Central Bark are the other regular options, roughly 15 to 20 minutes out. Closer to home, dogs are welcome on leash on the Peters Canyon trails and on the paths at Bent Tree and Crawford Canyon parks.

Seller costs typically include the real estate commission, escrow and title fees, the Orange County documentary transfer tax of $1.10 per $1,000, and any agreed repairs or credits. Commissions are negotiable and not set by law, and unincorporated North Tustin adds no city transfer tax. I will give you a clear net-sheet estimate up front so you know your likely proceeds before we list.

Most do not. Unlike Tustin Ranch or Tustin Legacy, the majority of North Tustin predates master planning, so many homes carry no HOA and no Mello-Roos special tax. A few gated and club-adjacent enclaves do have an association. What you should budget for instead is brush clearance, slope and drainage upkeep, private road shares, and possibly septic service.

Plan for it rather than worry about it. Redfin and First Street data put about 28% of North Tustin properties at some wildfire risk over the next 30 years, higher than the flatlands. Read the natural hazard disclosure carefully and get insurance quoted during your contingency period, not at the end, since brush clearance, roof age, and claims history all move the premium.

At North Tustin price points most buyers use jumbo financing, which asks for more documentation and reserves, so start early. Conventional, FHA, and VA loans still apply at the lower end of the market and in nearby Tustin. I will connect you with trusted local lenders who explain your real monthly cost. Escrow is the neutral third party that holds funds, and a contingency is a condition, such as inspection, that must be met before you commit.

Yes. I regularly help relocating and remote buyers with video tours, detailed neighborhood briefings, and electronic signing. That matters more here, where a slope, a view corridor, or a school boundary can decide the house. I coordinate inspections, appraisals, and closing so you can buy in North Tustin with confidence.

Yes. Investing is one of my core services. I help clients evaluate rental yields, cash flow, and long-term appreciation across Orange County. Through our sister company, Fleur De Lis Properties, Inc., we also offer leasing and full property management, so you can buy and hold with support from purchase through tenancy.

Beyond the general home inspection, most North Tustin buyers add termite, and a sewer line or septic check given the mature trees and the homes still on septic. On steep lots, a geotechnical or drainage review of retaining walls, terraces, and pool decks is money well spent. Many homes here date to the 1950s and 1960s, so the panel and any unpermitted additions deserve a close look.

John Wayne Airport sits about 10 miles from the North Tustin foothills, roughly an 18 minute drive off-peak, usually down Newport Avenue to the 55 south. Irvine business centers run about 16 minutes, downtown Santa Ana about 15, and downtown Los Angeles about 50. Test your route at the hour you would actually travel.

Comps, short for comparable sales, are recent nearby sales of similar homes. In tract neighborhoods they are simple. In North Tustin, where nearly every home is custom and lots vary from flat to steep, comps require judgment: view, usable land, age, condition, and school boundary all move value. I pull them for your exact street and adjust honestly, then use them to set a price or shape an offer.
